City Council met in regular session Monday, April 21, and adopted the Las Cruces International Airport Master Plan and Layout Plan.

Andy Hume, Director of the Las Cruces International Airport, said the airport followed a comprehensive three-year process for developing an ambitious Master Plan. The plan includes creating an airport that is a thriving gateway to Las Cruces and focuses on creating economic opportunities for the region.

Hume and his team followed a rigorous planning process that was outlined by the Federal Aviation Administration and includes two aspects that receive FAA approval, the forecast of aviation activity and the airport layout plan.

For the first time ever in the airport’s forecast, Las Cruces International received approval for interstate passenger air service. Hume said he believes the first interstate passenger air service will be to Phoenix, Ariz., but there is no definitive timetable for it to begin.

The Master Plan also includes infrastructure priorities, becoming a regional economic development engine, cooperation with the Las Cruces Innovation and Industrial Park and the continued pursuit of funding opportunities.

Hume said the airport received $2 million for infrastructure improvements during the 2025 legislative session.

In other business, Council approved contracts with three firms for Landscape Architectural Design Services for work not to exceed $2 million annually per vendor.

The process allows Parks and Recreation to more efficiently complete design work necessary for a vast array of public services including neighborhood parks, athletic fields, sports courts, trails, medians and other rights-of-way landscape improvements.

Councilors will next meet in a work session that includes a public hearing on the proposed budget for next fiscal year at 1 p.m. Monday, April 28, 2025, in Council Chambers at City Hall, 700 N. Main St.
