August 17, 2026 – City Council Recap

At its Monday, Aug 17, regular meeting, the Las Cruces City Council discussed and voted on four resolutions.

City Council approved a property management agreement for Amador Crossing, a 50-unit affordable housing project adjacent to the Mesilla Valley Community of Hope campus on a 4.8-acre site at 1101 W. Amador Ave. The agreement, between the City and High Desert Housing, Inc. of Albuquerque, provides a management fee not to exceed $50,000 a year, plus approved operating expenses beginning Sept. 1, 2026 and continuing through June 30, 2031.

Amador Crossing is a two-story secured building that will provide housing to small households and individuals at-risk for or currently experiencing homelessness, with a primary focus on those with less than 80 percent of area median income. The project will provide affordable housing to approximately 70 individuals, who will live in studios and one-bedroom units. One unit has been set aside for an on-site manager.

The contract requires High Desert Housing to work closely with service providers to implement a coordinated, supportive housing approach that prioritizes housing stability, resident success and access to supportive services to the residents of Amador Crossing.

City Council also approved the City’s June 30, 2026, quarterly (fourth quarter) financial report for submission to the New Mexico Department of Finance and Administration, as required by state law. The report shows preliminary City General Fund revenues of $182.2 million, expenditures of $143.2 million, budget transfers of almost $24.7 million, a balance of more than $83.6 million and reserves of almost $12 million.  All other City funds show preliminary revenues of almost $217.7 million and expenditures of almost $199 million.

The City also approved two liquor licenses. The first was a winegrower second location liquor license with on premises consumption and package sales with patio service, to Santa Fe Brewing Co., 901 E. University Ave., building 945, suite 3A.  The City Council held a public hearing on the request, which had been given preliminary approval by the Alcoholic Beverage Control Division (ABC) of the New Mexico Regulation and Licensing Department. The public hearing, which elicited one public comment, is required by state law to determine if ABC should move forward on approving the license request.

In approving the license, the City Council also approved a waiver allowing the license holder to be located approximately 90 feet from New Mexico State University property. The waiver was necessary because, according to New Mexico State Law, a liquor establishment must be located at least 300 feet from military installations, churches and schools.

The second license was a beer and wine liquor license with on premises consumption and patio service to Kika’s Kitchen, LLC., doing business as La Nueva Casita Café, 195 N. Mesquite St. As above, the City Council was required to hold a public hearing on the request, which had been given preliminary approval by ABC. The public hearing elicited one comment.

All resolutions were passed unanimously with six votes; Mayor Eric Enriquez was absent from the meeting.
