Help Shape Transportation Safety in Las Cruces
The City of Las Cruces is developing a Transportation Safety Action Plan (TSAP) to help improve transportation safety for everyone who travels in our community. Whether you walk, bike, roll, drive, or use public transit, your experiences can help the project team understand where people feel safe, where challenges exist, and what transportation safety concerns are most important to community members.

Why is the City developing a Transportation Safety Action Plan (TSAP)?
The City is developing a Transportation Safety Action Plan (TSAP) to help improve transportation safety for everyone who travels in our community – whether walking, biking, rolling, driving, or using transit. The TSAP acts as the basic building block in improving roadway safety. The plan is funded through the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program which supports communities in developing data-driven strategies to help reduce traffic fatalities and serious injuries.
The plan will help guide future infrastructure and actions that improve transportation safety throughout Las Cruces. Completing a TSAP will also enable the City to pursue future federal funding for implementing priority safety improvements.
What will the TSAP include?
The TSAP will examine transportation safety challenges, analyze crash data, existing roadway conditions, and community input to better understand where transportation safety improvements may be needed. Based on these items, the TSAP will recommend interventions, programs, potential projects, and policies aimed at reducing traffic fatalities and serious injuries.
The TSAP focuses on the streets in within the City limits, except for Interstate I-10 and I-25, and the access-controlled portion of US 70 to the east of I-25.
Why is the bikeway network being updated?
The City’s proposed bikeway and trail networks are being updated as part of the TSAP to reflect emerging needs and best practices. People bicycling are vulnerable to severe injury in traffic crashes, and research shows that enhanced bikeways improve safety and connectivity for everyone using the transportation system.
How to Get Involved
Community input is an important part of the TSAP. Throughout the project, residents, businesses, community organizations, and partner agencies will have opportunities to share their experiences, identify safety priorities, and provide input on transportation safety needs.
Feedback gathered through community outreach and meetings, pop-up events, and online feedback will be reviewed alongside crash data, existing roadway conditions, and other technical information to help identify priorities and develop recommendations for the final TSAP.

Use the interactive map to identify locations where you encounter transportation safety issues while traveling in Las Cruces.
1. Zoom in and navigate to a location on the map, or use the search bar at the top to enter an address or intersection.
2. Click “Add a Pin” and select the mode of travel for which you experience a safety concern at that location.
3. Answer the short questions that appear, then click “Submit.”

Online Survey
The survey includes questions about how you travel, where you experience transportation safety issues, and opportunities to improve the City’s transportation network and Bikeway and Trail Network. Your responses are anonymous, and the survey should take less than 10 minutes to complete.

How will my feedback be used?
Your feedback from all outreach and engagement activities will be reviewed alongside crash data, roadway characteristics, and other technical analyses. Together, these information sources will help identify safety priorities, refine recommendations, and shape the final TSAP.
Responses will be used only for this planning effort and all results will be summarized as overall averages. Individual responses are anonymous, and personal information will not be shared publicly.
Will this project lead to new construction?
The TSAP is a planning document and will not result in immediate construction. Instead, it will identify and prioritize potential safety improvements that the City can pursue over time as funding becomes available. Some recommendations may be implemented through future capital projects, grant-funding or other funding opportunities. Some recommendations may also focus on policies, education, enforcement, or operational improvements.
What types of improvements could be recommended?
Recommendations may include improvements such as safer pedestrian crossings, sidewalk and trail connections, bicycle facilities, traffic calming measures, intersection improvements, street lighting improvements, speed management strategies, education and encouragement programs, and/or policy changes. Final recommendations will be informed by technical analysis and community input, and the City’s transportation safety priorities.
