The City of Las Cruces is seeking experienced development partners to help transform the property into a walkable, mixed-use community anchored by housing, healthcare, commercial activity, trails, and public spaces.

A Flexible Development Opportunity 

East Lohman offers an uncommon combination of scale, public ownership, a growing surrounding market, and proximity to a major regional healthcare and employment anchor. 

The property can accommodate a comprehensive master development, a catalytic first phase, or multiple projects completed by different development partners. The adopted East Lohman Development Plan establishes a community-supported vision for the area, but it is not a fixed site plan. The final development program may respond to market demand, infrastructure requirements, financing, and the expertise of selected partners. 

Housing is viewed as a likely early catalyst, creating the population and activity needed to support future healthcare, commercial, hospitality, civic, and recreational uses.

Subject to applicable law, demonstrated public benefit, appraisal, negotiation, and City Council approval, the City may also evaluate the use of land value and eligible economic development, redevelopment, infrastructure, district financing, or utility participation tools. 

Site Status 

The property is currently undeveloped. Prior landfill remediation has been completed, and existing environmental documentation will be available for independent review and due diligence. 

Utility capacity, access, internal streets, drainage, horizontal infrastructure, parcel configuration, zoning, and final phasing will be evaluated as development concepts move forward. The City views these as matters to be shaped with qualified partners.
